In all honesty, there must be thousands of UK based / managed blogs. I don’t see how Ofcom would be able to police all of them

I’ve removed the transient caching. Page might be slightly slower but should always be fresh.

In the short term 0%. In the long term… I have no idea. I hope that going after indie blog sites will be like trying to empty the ocean with a spoon.
