In all honesty, there must be thousands of UK based / managed blogs. I don’t see how Ofcom would be able to police all of them

I’ve removed the transient caching. Page might be slightly slower but should always be fresh.

In the short term 0%. In the long term… I have no idea. I hope that going after indie blog sites will be like trying to empty the ocean with a spoon.

The current answer is that nobody knows.
The Register article you linked is making the point that the law is unclear and that the definitions are wholly and not well defined.
IANAL but I think we shall be fine in the short term and will have to wait for clarification.
